I would like to propose the following addition to the end of the Fines and Penalties section under V. Money in the constitution.
Any team failing to get to 40 wins in a season is exempt from any fines associated with usage provided that their roster was capable of starting 162 games, pitching 1450 innings, and 6400 plate appearances. For purposes of this rule, unlimited batters shall be deemed to have 650 PA and unlimited pitchers shall be deemed to have 200 IP. However, any penalties incurred (for example, by not reporting the results in time) will not be exempted.
My reasoning is that teams that are winning less than 40 games are probably going to be managed a little more loosely. Most of us have probably had a team like this sometime in our Strat careers, where for whatever reason, it is a rebuild year and you really don't care about the results. The addition will take some stress off the owners of these teams and they don't have to feel like they need to refine a CM just for the sake of usage. Additionally, these teams already don't get any win money, so fining them is probably more along the lines of a double penalty. Finally, many of these teams will have multiple unlimited pitchers that are currently effected by the tiredness rule (see Rule Change Proposal #3), so managing the usage might be harder than anticipated by the owner.
This rule would not impact any teams this year as both teams under 40 wins had no fines.
