In the rules, it states "A free ballpark change will be allowed every 3 years and for any team that has a new manager.  The next free change will be for the 2014 ARBA season."  

Does that mean the last free ballpark change year was 2014 and now that its 2017, its another free change year?  Strat completely flopped my ballpark from a LH homer advantage, to a RH homer advantage, so I'm hoping I can hop out of San Diego this season.

It certainly does look like this is a free year for changing ballparks.  However, we must wait patiently for YOC to emerge from his Fortress of Solitude to officially rule on this matter.

Anyone who wants to can change their parks for free this season.  Please let me know if you wish to do so by March 22.

Is there going to be a "draft" for all of the new teams, in order to determine who gets what park?

Any body can have any park, so Fenway Park could be used by mutliple teams.
