As a reminder, waiver instructions can be as simple or complicated as you want to make them. You can send a simple list or a complex one (eg pick one guy off this list of SS backups, then 2 off this list of relievers, etc). Both minor leaguers and unowned cards are available to be picked, but the regular roster rules still apply.
