i can't remember, if a pitcher is under 25 innings, but will go over 25 inning with the 10% does he get a card or not?
so a guy at say 23 ip...he would go to 25 with the 10%

The minimum for a card is 25 major league IP. So it's before the adjustment. Sale is still an E.
