First off, thanks to everyone who took the time to craft a rule proposal.

Second, thanks to everyone who voted - we had an unprecedented level of participation this year, with all but 2 managers voting on the rule proposals.

Now, on to the results:

(1) Salary Cap - Defeated  5-12 (5 in favor, 12 opposed)

(2) Added cap room for Division Win - N/A due to #1 being defeated

(3) 35/40 roster limits - Defeated 2-15

(4) Ability to call up minors - Defeated  4-13

(5) 5-team Draft Lottery - Passed  13-4

(6) 20-team Draft Lottery - Defeated  6-11

(7) Putting Players Coming off of A Contracts at top of C list - Passed  9-8

(8) Extra $1.5M for middle-class teams - Defeated  6-10 (one abstention)

For clarity with respect to the Draft Lottery - this rule will be implemented for NEXT SEASON.  With the top 2 choices having already been traded before this rule was even proposed, it would be unfair to implement it for this offseason.

The rules that passed have been added to the official Rules.  If anyone would like to discuss the language used to incorporate them, please let me know.
