Here are the revised Rule proposals that I have received for this season. Each Manager gets one vote (regardless of the number of teams owned). Proposals receiveing a majority of the votes cast will be passed, so please vote!
As previously noted, the deadline for voting on them is now NOON CENTRAL TIME TUESDAY OCTOBER 30.
Here are the proposals, with explanation where one was provided:
(1) Invoke a Salary Cap
Salary Cap is defined as the total roster amount submitted at the end of the offseason. This total amount must be less than the salary cap for the year.
Salary Cap Amount The initial year the amount will be equal to the average league roster salary amount of the previous ARBA year rounded to the next increment of 100k not to exceed $9 million dollars.
Example: the average roster salary for the 2007 ARBA season was 8.243 million. That would round up to 8.3 million as the salary cap.
Each succeeding year the amount will be equal to the average league roster salary amount of the previous ARBA year +10% rounded to the next increment of 100k not to exceed $9 million dollars.
Example: The average roster salary for the 2007 ARBA season was 8.243 million. The cap would be 8.243 + .824 = 9.57 million rounded up to 9.6 million. By rule the cap cannot exceed 9 million, so the cap would be 9 million.
Only the money that shows up on the final submitted roster as the salary of the player will count towards the salary cap.
Money involved in trades or money spent to purchase a player that is then traded away does not count against the salary for your team.
Any money used to payoff a long term salary and then cut the player or move to your minor leagues would count. Example: 1. Alex Sanchez is B3 3x3 uncarded. Austin pays his final year and cuts him. Austin is responsible for 240k. 2. Chris Carpenter is A1 2x2 uncarded. Austin pays his final year and then pays him 40k to keep in minor leagues. Austin is responsible for 400k and 40k.
If your roster is over the salary cap prior to the waiver draft you must cut players to get under the cap. You lose the money you paid but it does not count towards you roster salary. You can not cut players on long term contract. All players cut will go to the waiver list.
If you have erred to the point of not being able to field all positions after being forced to cut players to get under the cap, and you can't trade to fill those players and stay under the cap, you will be allowed to fill those positions from the waiver list as long as you do not exceed the salary cap. If at that point you can not field a team without going over the salary cap you will be allowed to take the needed players from the remaining players after the waiver draft is complete. Your penalty is having to wait for the leftovers. You will be charged 40k for each player you had to take to field your team and you will not be allowed to keep such player the next year. If multiple teams need players they will alternate taking the remaining players based on the IOD order.
(2) Teams get % increase in salary cap for winning division.
[NOTE: #2 is only applicable to the extent that #1 passes. Please vote on #2 even if you vote NO on #1, however. Obviously, if #2 passes we will need to have a quick debate and vote about the specifics.]
(3) Expand rosters to 35 major league and 40 minors. Only 25 active players per series. If player on MLB roster and team wants to move to minors, must pass through waivers. For example, this year Mark Mulder with FTW and Jesse Crain with HOU will not be eligible for the MLB roster next year due to lack of ip's due to injury. As it is now they go to minors, get paid e contract and start over at b1 next time they get carded. New rule would require them to pass through waivers to be placed in minors.
(4) Give teams option of using players with less than 50 ab's or 25 ip's by moving them from minor league roster to major league roster. Of course this starts their MLB service time and may make it difficult to move them back down. See rule above.

(5) Draft Lottery for first 5 picks. Team with worst record gets 5 "balls", etc.
(6) The 20 teams that don't make the playoffs will be in a lottery for draft position for the 1st round only - the rest of their draft postion will be in order of finish for non-playoff teams and order they finished in playoffs for playoff teams.
How lottery will work: each team will be given a number chances which will be determined by regular season record

Playoff teams will draft in the first round in the order in which they finished the playoffs (ties determined randomly).
[NOTE: Obviously, #5 and #6 cannot both be implemented. If both pass, we will have a runoff to see which system is implemented.]
(7) All players that are coming off A contracts be put at the top of the C list. In doing this the teams with such players will have a litle more money to get other players.
(8) The top eight (8) and botton eight (8) teams would receive their 7,000,000 base plus 10,000 for each win (subject to the rules where teams winning less than 40 games get no money per win and the 950K win money cap). The teams that finished nine (9) thru twenty (20) recieve the same 7 million and 10,000 for each win (subject to the same rules referred to above) plus an additional $1,500,000. Any team tied for the top 8 and botton 8 would be considered in the top 8 and bottom 8 and would not be eligible for the additional $1.5 million.
The logic of the proposal is to A.- increase incentive to be outside the bottom 8 teams, the playoff teams have their own incentive. B.- have additional money to try and build a competitive team to make the playoffs. C.- keep some good players off the known playoff teams therefore making the middle fo the road teams stronger.
