Rule clarification on roster sizes

Our rules state that roster size is 60 max. During the off-season you may carry as many major leaguers as you want, but must cut back prior to waiver draft. Are we allowed to exceed the 60 player limit during the off-season? For example, 32 major leagues and 31 minor leaguers at the same time.
