Since we are winding down to the end of the season, please post the fine schedule you are going to use for overusage this year. I assume that it will be the same as the last couple of years. That fine schedule is displayed in the very first entry to this message board.
Question: As players run out of plate appearances and innings, should managers be required to pull them from the roster for the remaining games?
What would be the use of having a schedule for fines or a rule that you miss the playoffs if you have fines over a certain amount for overusage? I am assuming that every team goes into the year with enough pa's to cover every position and the only two reasons they go over are due to injuries or choice.
For Keith's caveat, how do you keep the CM from using them on the road once they are used up?
For Trav's response, we already know every team doesn't get enough pa's and inning's for the year. So if the fine amount for not making the playoffs is 350k, what constitutes the criteria for reaching that amount?
The fine schedule would determine the amount, but I am saying if managers are forced to deactivate players that are overused then you would inevitably end up with pitchers having to play other positions and unlimited pitchers having to pitch when they are tired, thus resulting in no overusage and therefore no need for a fine schedule.
Bingo! Sounds a like a rule proposal to me. The reason I brought this up is that in my entire tenure in this league, I have never been over single digits in overusage. I made sure I had plenty of at bats and pa's to start the season. That has put me at a disadvantage. What I want to know now is, how much I can possibly overuse (accidentally of course:) without getting to the magical $350k.
I am keeping the same fine schedule from the past couple of years. While I know that some aspects are somewhat controvertial, I think that the schedule does largely accomplish the job it was set out to do in reducing (virtually eliminating, this season) late series and controlling overusage.
I remind everyone that, per the Rules, "in cases of gross overusage, the Commissioner may impose greater penalties above and beyond the fine schedule" and "[f]ines may be waived by the Commissioner in his discretion for good cause."
Having said that, here is the fine schedule:
Late Reporting of a Home Series: $50K per incident
Failure to Play and Report a Home Series within 2 weeks after the Due Date: $200K per incident
Games Started in Excess of Total Allowed: $25K per GS
For PA and IP usage in Excess of Total Allowed: $2K per PA $5K per IP PLUS, an additional penalty applicable only to PA/IP overusage: For PA/IP fines totaling less than $49K: +$50K For PA/IP fines totaling between $50K and $99K: +$100K For PA/IP fines totalling $100K or greater: +$250K
For example, if Player X has 3 IP over the allowable limit, but the team owning Player X has no other overusage, that team will be fined $65K (3*5K + 50K).
As another example, if players on team Y aggregate to 21 IP over their allowable limits, team Y will be fined $355K (21*5K + 250K).
Finally, if player Z makes 31 starts when he was only allowed to start 30 games, but the team owning player Z has no overusage fines for PA or IP, that team will be fined $25K. (additional penalty only applies to PA/IP overusage fines)
While this may seem harsh, the reality is that most teams do not overuse any players in a given season and most minor cases of overusage are explainable in such a way that a fine can be waived or reduced in the Commissioner's discretion.
