In what is likely an unsatisfying outcome for everyone:
Rule Proposal 1 FAILS, with 4 votes For, 4 votes Against, and 3 Abstentions
Rule Proposal 2 FAILS with 1 vote For and 10 votes against
I think that Rule Proposal 1 was hurt by a lack of votes - I will consider having the rule voting early next year. The League clearly felt that Rule Proposal 2 needed some work, so feel free to propose something along those lines again next year.
