Rule Interpretation

I think this may have been asked in years past, and I think the language of the rule is unambiguous, but what is the interpretation of the "little a" qualification? Is it actual IP and PA in ML play or the amount allowed to the player after 10% increase? Actual language of rule is "if such players did not have more than 100 Plate Appearances or 30 Innings Pitched in the prior MLB season."

Maybe this thread should be kept on another sticky, so all rule interpretation questions can go here?

Qualification for "little a" status is based on actual MLB PA or IP, not the 110% adjusted figures.
