For clairty, as this is a rule that was incorporated by Strat in their normal "Maximum Rules," this rule *will* apply to the upcoming ARBA season.  If someone wants to propose that we not apply this rule, it will require unamimous consent for the proposal that we not use it to pass, and would be subject to the normal rule proposal process next offseason.
