This is the email that I just sent to all managers:

As previously discussed, it's time to vote on contraction.  You can vote either by responding to me or at the site.  Every manager gets one vote.  The issue of whether or not to contract JRS and SKM will be decided by a majority of managers voting and the issue of how contraction will be carried out will be decided by which option gets the most votes.
In the interest of
VOTE ONE:  Are you in favor of contracting JRS and SKM
VOTE TWO: How should contraction be conducted (vote for all options that are acceptable - please vote here even if you vote against contraction):
A.  All players from contracted teams available in a dispersal draft
B.  Carded players from contracted teams available in a dispersal draft, minor league players from contracted teams available in IOD
C.  Carded players from contracted teams available in FA auction, minor league players from contracted teams available in IOD
D.  All players from contracted teams unavailable for 2011 ARBA season, league to vote next offseason on their availability at that time
E.  All players from contracted teams available in a dispersal draft TO NON-PLAYOFF TEAMS ONLY
F.  Carded players from contracted teams available in a dispersal draft TO NON-PLAYOFF TEAMS ONLY, minor league players from contracted teams available in IOD
I think that the above options reflect those discussed on the site.
In terms of implementation, rather than vote on every detail I will propose a mechanism and let people comment on it and then decide how to implement the league's decision in the best interests of the league.  If there is contraction, my current inclination is to conduct any dispersal draft via email or the site, starting roughly one week from today.  If there is a dispersal draft, any players taken therein will be taken with their current contract status.
