a few years ago a relief pitcher was a rookie with an "A" level salary. I forget who it was but I do seem to remember that putting him on a long-term contract to make the contract 400k was an option. In fact, I think that was the route chosen by whomever drafted him so I am assuming it would be okay but, of course, that's just my opinion.
Article VI of the Constitution specifically states that carded players taken in the IOD must wait until their second year to be eligible for a long term contract.
